  • How to apply: There is no student application process for this scholarship. Recipients will be selected by a faculty team reviewing and voting on all eligible candidates, their dissertation topics, and their course performance related to the purpose of the award. The faculty team should establish student need and professional promise as primary criteria, but in cases where all other factors are equal, should choose recipient(s) whose professional goals are in instructional supervision.

Fund Purpose

This fund provides non-renewable scholarship assistance to a doctoral candidate preparing for a public school position in the field of educational leadership. The recipient will be selected by a committee to be appointed by the educational administration and policy department head.

About the Donor

David J. Mullen, Sr. was a passionate seeker of truth, known for his uncompromising intellectual rigor, precision in challenging ideas, and commitment to logical clarity in both research and teaching. Dave joined the faculty of UGA’s College of Education in 1969, where he spent 14 years shaping future educational leaders before passing away unexpectedly while teaching—doing what he loved most.

While everything he did was theory-based, his students were worked through specific, step-by-step procedures for solving problems and accomplishing educational and organizational goals. He was so ruggedly individualistic, yet so tenderly caring. His students and former students, far and wide, have expressed that they have known no one more compassionate, more concerned, more sensitive to their individual needs.

In 1993, his son Dave Mullen, Jr. established the David J. and Rosemary C. Mullen Memorial Scholarship to honor his parents and their commitment to education and serving educators. It is his vision to see that his parents’ legacy continues by recognizing those individuals who exemplify the positive influence that educators have on the lives of their students.
